I have a question relevant to this. How serious should Bootenks quote of being the strongest Majin be? It's insanely likely that Toriyama hadn't thought of Buff Boo at the time, and therefore would not have been on his mind when he made that quote.
I don't really know how this is relevant considering that Boohan's power was said to drop significantly after everyone was removed and he reverted back to Super Boo. He only started to gain power again as Buff Boo after he'd already reverted.

Chances are that the gap between Super Boo and Bootenks was larger than the gap between Super Boo and Buff Boo, so the chain remains.

Unless of course, I'm missing the context in which this was stated.
It's relevant because in-universe the quote would work with Buff Boo, whereas out of universe Toriyama did not have him in mind, and therefore the quote itself, as it was written, was referring purely to Fat Buu, Skinny Buu and Super Buu.

Out of universe explanations are generally superior imo. They delve into the context of the situation, which is lost on most.
